We are excited to be recruiting for new talent to join our growing and innovative team - Contracts and Finance Director! This Contract and Finance Director directs personnel and activities of both the Contract and Finance department, and plans, develops, and implements policies, procedures, and objectives of the contracts administration and finance functions in accordance with objectives of the organization.
The responsibilities of this role may include:
Confers with Executive Management to plan business objectives, to develop organizational policies related to contract and finance administrationProvides guidance on complex contractsCoordinates data and information and prepares internal and external reports from various departmentsOversees the establishment contract procedures related to pre-award and post-award and contract terminationManages the effectiveness of bid responsiveness, and contractor responsibilityOversees the negotiation of contractual terms, making necessary amendments in contractsAssesses and analyzes contract proposalsOversees qualifying labor resources for contract and task order bidsDirects contract administration operations involving contracts for purchase or sale of equipment, materials, products, or services and may direct those who estimate expenditures expected and submits to managementPartners with Executive Leadership to develop budgets and other forecasting abilitiesInterprets complex financial information and provides updates and information to Executive Leadership and Management personnelAnalyzes the financial climate and market trends to aid top executives in creating strategic plansUpdates and implements financial policies and proceduresCoordinates with the Accounting Department and provides support with the month-end, quarterly, and annual reporting when necessaryOversees contract preparationDirects the review of contracts and proposals from other companies and/or entities to ensure adherence to contract requirementsDirects the analysis of contracts and past operations, trends and costs, estimated and realized revenues, administrative commitments, and obligations incurredAdvises management regarding contractual rights, obligations, and other contractual matters,such as effective use of resources and legal issuesInterprets contracts, accounts, and records to managementDirects activities concerned with amendments to or extensions of contractsSupervises the accounts payable, accounts receivable, and/or payroll procedures of the Company to ensure accuracy of accountsReconciles bank accounts at least monthly, verifies deposits, and addresses inquiries from banksPrepares balance sheets, income statements, statement of indirect expenses, and other reportsAssist with the fiscal, external audit of the Company on an as needed basisEngages in and is responsible for critical and confidential aspects of accountingEnsures compliance with general accounting principles, federal, state, and local regulationsAdvises Executive Leadership and Managers on matters of fiscal importancePrepares invoices and performs accounts receivable functions involving tracing sources of error, correcting billing records, processing final billings, reconciling errors, accuracy of charges on customer's bills, and in collecting accounts due, maintenance of accounts receivable ledger, and adjustment of customer claimsOversees and processes Company payrollReviews employee documentation to determine names, rates of pay, occupations of new hires, and changes in wage rates and occupations of employees on payrollReviews and approves payroll deductions, interprets company policies and government regulations in connection with payroll procedures, and directs preparation of government reportsEnsures the accurate calculation of wages, tax withholding, and company deductionsPrepares reports on employee pay including commission and bonuses, paid time off, and taxes and withholdingsMaintains accurate financial recordsWorks with confidential data which if disclosed might have significant internal or external effectsPerforms all other duties as assignedTo qualify for this position, you must possess a Bachelor's degree in Accounting, Finance, Business Administration or related field and at least 10 years of contracts management experience in the DoD industry.
Deltek CostPoint is required and a CPA certification is strongly desired.

Estimated Salary: $20 to $28 per hour based on qualifications.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
